Sosyal Politikalar Programi kapsaminda University College- Cork, İrlanda Ogretim Uyesi Prof. Peter Herrmann 20 Nisan - 4 Mayis 2008 tarihleri arasinda universitemizde cesitli seminerler vermek ve atolye calismasi yonetmek uzere davet edilmis bulunmaktadir. Prof. Herrmann’in ODTU deki 15 gunluk ziyareti TUBİTAK konuk bilim insani destekleme fonundan karsilanmistir.

Prof.:Herrmann’in ODTU de bulundugu sure icinde verecegi seminerlerin konulari, yer ve tarih bilgileri asagidaki gibidir;

I. Konu Basligi : Sosyal Politikaya Positif bir Bakis

İçerik: Sosyal Politika sik sik kendi kendisini ifade etmekte zorluklar ceken bir konudur. Dunyada ulusal duzeydeki kurumsal deneyimlerin etkiledigi bircok model bulunmaktadir. Avrupa’da ve su siralarda Turkiye’nin de icinde bulundugu bu tartismada -nasil bir sosyal model- ve ulkelerin farkli gereksinimlerini anlama konusunda ise temel problemlerden biri –sosyal- kavraminin tanimlanmasidir. Prof. Hermann uzun senelerdir Avrupa Sosyal Kalite arastirmalarina katki vermis bir kisi olarak bu tartismaya ve sosyal kavraminin yeniden tanimlanmasina meta- teori ile ve kuresel deneyimlerden ornekler ile katkida bulunacaktir. Bu seminer Turkiye’nin de icinde bulundugu gunumuzde yasanan kuramsal ve pratik sorunlarin ve tartismalarin genc arastirmacilar tarafindan anlasilmasina yardim edecektir.

II: Konu Basligi : Yonetisim ve sivil toplum tartismalari: Avrupa’da ve Dunyada Yeni Tartismalar

İçerik: Yonetisim Kavrami ve siyasi arenadaki yeri nedir? Kuresel yonetisimden ve kurumsal duzeyde yeni isletmecilik anlayisina kadar cok cesitli anlamlar tasiyan bu yeni kavram Avrupa Birligi tarafindan da cesitli uygulamalarda temel ilke olarak algilanmaktadir. Bu kadar oenm verilen bu kavramin getirisi ve goturusu ne olabilir? Bu kavramin temel felsefik durusu nereden kaynaklanmaktadir? Turkiye’de yeni taninan bu kavramin hukuk sistemi ve geleneklerine katkisi ne olabilir?

III. Konu Basligi : Temel Sosyolojik Kuramlarin sosyal politikanin Yeniden Ele Alinmasina Somut Katkisi ne Olabilir : Avrupa Birligi’nin Toplumsal Kirilganligi ve Yeni Yoksullugu Anlamasindaki Problemler

İçerik : Toplumsal kirilganlik (precarity) ve yeni yoksulluk sosyal devlet tartismalarindan dolayli olarak ortaya cikan ve sosyolojide temel kuramlara ve beklentilere karsi cok buyuk zitliklar ve karmasa yaratan bir surectir. Ozellikle bireyler ve hanehalklari duzeyinde yasanan kirilganlik ve yoksulluk iyi anlasilmaz ve tanimlanamaz ise kontrol etmesi zor bir konuma gelebilmektedir. Sosyal Yasam Kalitesi yaklasimi ozellikle bu konuya egilmektedir. Hermann’a gore klasik sosyoloji kuramlarindan cikarak yoksullugun farkli toplumsal kesimler, tabakalar uzerindeki etkisi yeniden calisilmalidir. Bu yeni ele alista ise sosyal Yasam kalitesi calismalarinin uzerinde durdugu kriterleri ve gostergeleri yol gosterici olabilecektir. Bu anlamda Hermann’a gore Avrupa Birligi’deki yonelimler de indirgemeci yaklasimlari ile bu sorunlari cozmek konusunda zorlanmaktadirlar.

IV. Atolye Calismasi

Yer ve saat : 3 gun saat 13:30 – 17:00 arasinda B- 131 no’lu sosyoloji bolumu toplanti odasinda.

Prof. Herrmann Sosyal Politika Programi ogrencileri ve katilmak isteyen sosyoloji, kamu yonetimi bolumu ve uluslararasi iliskiler bolumu ogrencileri ile sosyal politika arastirmalarinda temel prensipler, yontem, method ve bulgularin analizi konularinda tartismali ve uygulamali bir atolye calismasi yapilacaktir. Ogrencilerin sosyal politika konularinda yazmayi dusundukleri tezleri ve calisma alanlarinin tartisilabilecegi bu atolye calismasina sayin hocalarimiz ve danismanlarda uygun olduklari takdirde katilabilirlerse ortaya daha da verimli bir calisma cikabilecektir.

Dear Members of the Social Policy Program Prof. Peter Herrmann from University College- Cork, Ireland has been invited to METU between the dates 20 April - 4 May 2008 to give seminars and direct a worshop on social policy research. The visit of Prof. Herrmann has been sponsored by TUBiTAK.

The Program is as follows:

I. Title of Seminar: A Positive Approach Towards Social Policy

Date : 21 .04.2008 Hour: 11:40- 13:30
Place: B- 205 A (sosyal bilimler binasi)

Content: Social policy frequently faces the difficulty of its own subject: in particular in a situation is Turkey is now in, social policy is drawn into a debate of different institutional models (national and religious traditions, integration into a global and EU-world etc.). The problem with the debates is that they usually start from deficiencies: social problems, then asking: what can we do to overcome these problems. However, there is only little understanding of the real dimension of the problems, let alone do we know on what social problems actually aims: "the social" remains undefined. Herrmann, working for several years as senior advisor for the European Foundation of Social Quality, can contribute by providing a meta-theory that helps answering concrete challenges of contemporary social policy in Turkey especially as he contributed to the debate already in a global context

II: Title of Seminar: Governance - opening policy making for civil society or closing it by attempting neutralisation of power? Recent Debates on Policy Making in the EU.

Content: Governance is a concept that is brought forward in different political arrays: it plays an important role in debates on the global level (global governance), on enterprise level in the framework of new management approaches but as well and not least in the European Union. Much had been written and said on pros and cons of such an approach. However, a debate on the fundamental philosophical assumptions, conditions and perspectives is by and large lacking. Herrmann, will present his view, based on an approach going back to philosophy of law. This is of special importance for current debates in Turkey as it deals not least with different legal systems and law traditions

III. Title of Seminar: How the EU Interprets Social Precarity

Content: The Social Quality Approach engages increasingly in the debate on social precarity - a concept that is developed in a Network in which METU is as well one of the leading members. Herrmann, being one of the representatives of the European Foundation on Social Quality, proposed in a paper that contributed to the definitional work of the network to systematically understand precarity as going beyond describing individual life situations. In his perspective the dimensions of classical perspectives on social classes and strata (Marx, Weber) play an important role.
In his presentation, he will give an insight of sociological, economic and legal questions of precarity. With this, he opens as well a perspective on how the European Union faces difficulties with the reductionist policies.

IV. Workshop

Date: 28 - 30.04.2008 (3 days. afternoons) between 13:30-17:00
Place: B-131

Prof. Herrmann will direct the workshop social policy research, where main principles, theories,methodolog ies, analysis of findings of possible thesis work of social policy students will be discussed. It is a must that all students of social policy program should participate. Students from sociology, political science and international relations who want to write thesis on some aspects of social policy can also participate to the workshop on a voluntary basis.
